Three Cheers and a Hip Hurray for the Rhody CPO! due to lack of notice, they are postponing their meeting. Now if only the Darned miscreants would learn a lesson from this. Meeting notices? Meeting notices? "We don't need no stinking notices" (to paraphrase from Treasure of Sierra Madre :-) After all, the 7 days called out in the 'bylaws'... "they aren't laws, they are just guidelines" (quoting from a recent 'former chair'). ........read more 3 Applications To County for BOD
Note: they all seemed to have used the new application secretly posted on 2/24 that changed the due date from August 2009 to February 28, 2010 in contradiction to the official Mtn Time notice of February 26. Carol Burk, Aplegate, Wilson (Click name for pdf) Questions?
contact Chris Roth at the County 503.742.5920 christinerot@co.clackamas.or.us Rhododendron CPO meeting postponed to May 15, 2010
1 pm at the Zigzag Inn Minutes for March 2, 2010 BCC Advisory Board "Villages at Mt. Hood" are available http://www.villagesmthood.us/meetings/meeting-2010-0302.htm Note:"Town Hall debrief" is really amusing to read: => 3 people showed up besides the BOD & staff , => browbeating/arguing with the attendees => the whining about "should do a project", when they killed 15 projects => the revisionist history around their wonderful Amphitheater project. Oops, sorry,
BOD application due Feb 26, 2010you're too late.... unless one of their friends needs more time but then you'll never find out in time..... Or is it Feb. 28???? 3 Positions are open. Application as provided by county Application as provided by current BOD (note: again the current operatives seem to be trying to obscure the due date. County app states 2/28, Villages app states Aug. 2009(????),, Mtn Times states 2/26 Be sure to file with Chris Roth at the County
503.742.5920 christinerot@co.clackamas.or.us No Town Hall Agenda Available! Hitting a new low, as of 2/19, the group who claim to represent the community are claiming to have a "Town Hall" but have not bothered telling the community why they should bother coming the the meetings notorious for "time wasting". Report now available! Transportation Solutions, Mt Hood National Forest Provided by the Interagency Transportation Assistance Group (TAG) in session conducted in Sandy, Oregon on June 24–26, 2009 Agenda available but not Documents The agenda, once again, states they are reviewing documents which aren't available to parties of interest. Once again, the Voice of The Board will be spouted but no chance the community can have a voice in it. Or, as the Sergeant on the BOD once shouted to the Vice-Chair:: Shut up and follow orders! Secret Agenda found for 12/1 meeting Podcast of some meetings NOW AVAILABLE. Also minutes from: October 12, 2009 November 3, 2009 Read the Minutes to find out why they were secret!! the apparent motto is: "if you don't attend, you aren't allowed to know" ...your tax dollars at work "Villages of the Darned": No Agenda for 11/12 meeting, Town Hall Agenda very late "Villages of the Darned": Lets Incorporate! Per the minutes of Oct. 6, they want to "talk about it".
Update October 25, 2009:
Where, Oh Where, are the minutes??? No minutes available for September 10, or October 6, 2009. Apparently elections, spending for web site, and sustainability are too important for the community to know about! Election without notice?: Mr. Amphitheater has been secretly put on the board??? ... and now the minutes are being with held?? George "Amphitheater" Wilson Appointed to BOD According to the October Mtn. Time, but with no notice in the agenda, the team of Applegate, Buckley, Romeo, Saldivar, and Sharp voted Mr. Amphitheater to be one of "them". Not only was this not in the agenda, but the minutes have been withheld, and information has not been posted on the County site. Be sure to read the minutes of the Sept. 1 BOD meeting, especially the "appointing a new crony" section! What an outstanding example of *not* community oriented. Might be useful to know what "sustainability" things they are planning, but, "make documents available?" not a chance. CPO Re-elects Current Officers In the election held on September 3, 2009, the current officers of Chair: Roy Bellows, Vice Chair: Donna Bellows, Secretary: Janine Bertram, Treasurer: Dave Fulton Two Applications for the ill publicized BOD opening were silently posted on the County web Site. - George (Amphitheater) Wilson's 2/26/09 (who failed miserably in the May Town Hall) - Nancy Spencer's special application (public application was due 8/14, her's was due 8/28) Update August 25, 2009:
Yet again, following items silently and without notice were obscurely placed on the County web site 1. Agenda for September 1 BOD meeting
2. Minutes from the August 4 BOD meeting 3. Minutes from the August 13 BOD meeting Note: this site does not constitute public notice! BCC Hearing On Urban/Rural Reserves 6 pm, Tuesday, September 8, 2009 Board Hearing Room, in Public Services Building A Fed Bear Is a Dead Bear.... and maybe the "feeder" was their lunch The Oregonian had an article (click here) on how a women in Colorado, who apparently fed bears, was found dead, half eaten by a bear. Two aggressive bears were killed and it appears at least one had had a "homo sap sandwich" for lunch. Not one of Mountain Times, Sandy Post, Post Offices, County Web Site, nor reader board have attempted to inform the community about a possible BOD opening. A "director application" has silently appeared on the county site, due in by August 14th.... but the election is stated as November 21!! A bid has already been received to do a web site that the Villages folk can "control". Yes! They can then be sure that only the information they *want* the community to know is published with no context and no history at the timing they want... New Officers elected for Mt. Hood Corridor CPO With 21 community members present and only the treasurer still in office, the citizens elected a new slate of "interim" officers to lead the CPO until the September Elections. Chair: Roy Bellows Vice Chair: Donna Bellows Secretary: Janine Bertram Treasurer: Dave Fulton Huge "THANKS!" to Christy Slovacek for leading the CPO and Don Mench for outstanding technical support to the CPO in the absence of other citizen leadership. According to the OregonLive site, the Clark County Amphitheater is a big loser. The comments are informative. Looks like the people featured on the front of the April Fools Mtn Times, who supported one on the Miller road area, did not have solid facts. At the June 25, 2009 meeting the Villages BOD will hear from Dave Lythgoe about shutting down the CPO and having the BOD also do Land Use issues. Given the lack of time, progress, and results of the BOD, this sounds like a bad idea. Better: shut down the BOD and have the CPO handle the minor pieces they work on... more effectively! At the June 2, 2009 meeting the Villages BOD kept Reeves as Chair and Norval for Secretary. The Vice Chair is now Pat Sharp and the Treasurer is now Pat Buckley Total votes: 77 - Pat Sharp 62 - Doug Saldivar 55 - Shirley Dueber 44 -----------cut line, must receive at least 50% of vote, per bylaws - George Wilson 33
2009-0401 BOD Submitted Applications for May "Election"
- Doug Saldivar - with focus on sustainability - Pat Sharp - Community Garden advocate - George Wilson - adamant, amphitheater - Shirley Duber - (not yet available) 2009-0331 Secret BOD Applications were due
County/BOD fumble notice to Community of BOD openings
. andFebruary 27, 2009 While the publicly available application states it is due "Sept 9, 2008" and with ZERO official notice to the public, apparently some people, (all associated with the current board) managed to get and file applications dated end of February. => Same shenanigans as last year.... County obfuscates BOD Openings or read Villages of the Darned Again, emailed to a small list of requestors, the county announces that the time for today's meeting is wrong - posts agenda with one day notice - change the time via email on the day of the meeting Sounds like "dumb tricks of the "Villages of the Darned" While emailed to a small list of requestors, the county "official" web site appears to be less than forthright - posts agenda after the Feb meeting is over - hasn't posted minutes since November - claims availably of audios of meeting but none on the web since June 2008! In a move guaranteed cronyism, Reeves proposes a Policy where applications for the May 23 election *must* be in by February... earlier than even the Fire Board due date (which is a *real* election). See the Barlow Trail Association web site for more information. The "work session" hidden agenda appears to have failed! The sole candidate was *not* appointed and *not* voted on at the Oct. Town Hall. Rather, the member was finally appointed at the Nov. 4th meeting under an obscure agenda item. It *is* covered in the minutes of the previous work session... where no one attends and the minutes are not available until later.... Information and applications to be appointed to fill the remainder of Lynn Peterson's term are on the County Web site (click here)
2008-0805 Barbara Saldivar Resigns
According to the County Web site (click here) (you will need to scroll down, down, down to "Directors", Barbara's name has been replace with "open position". 2008-0508 Secret County Web Site Found! Apparently the County "somewhat" changed their web site... but in a very clumsy way (no surprise). Of course, even the new site is in sad shape. click to see my commentary for details 2008-0430: In an action worthy of Soviet Counties, the Villages somehow "neglected" to let the Community know about 4 openings on the Board.... ...read the entire letter to the Mountain Times 2008-0424: Objection Filed with County An objection has been filed about the lack of notification of the Community about the 4 openings for election in the May Town Hall. 2008-0408: BOD Chair Dougherty Proposes "taking" Tourist dollars "We would like some access to these funds to also further promote worthy and approved community projects." " find it difficult to proceed with projects... 'Welcome to the Villages' signs; .. we are unable to even purchase the lumber." Note: A Beaver Creek Boy Scout was able to solve this last problem without using TAX Dollars 2008-0409: Mr. "Amphitheater" Wilson Blasts Board (click to see some quotes) ".. merely puppets of the BCC"(i.e Commissioners) "not provide further opportunity for our community to be divided." "..advantage of the majority of our residence and not for the benefit of the few!" 2008-0408: Villages BOD Work Shop The Workshop occurred with only myself and a spouse in the audience clearly showing gross negligence on publicizing the meeting. 2008-0407: Agendas for April 8th meeting acquired As of this afternoon, the time/date have been confirmed by the County as 3 pm on April 8th. An agenda has been made available by the County. 2008-0405: No Agendas or Announcements Available Apparently event the County is helping prevent community involvement in the Villages. No Agendas nor announcements are available either on the County web site nor in the local post offices. =>So what are they up to that they are hiding??? 2008-0401: No BOD meeting agenda from County Not clear if the meeting was canceled or the County is just trying to keep the agenda secret, but the County didn't not post an agenda as they are required to do. 2008-0314: BCC Approves Info Center With Forest Service
The Commissioners approved an aggreement to have the Forest Service keep their visitor center open 7 days a week. Expected to occur very quickly, by Spring Break. (link to pdf of BCC item)
BOD Work Session:
March 19, 2008 1-3 at the Fire Station No Agenda is available but "Board member Applegate that tourism issues need to be addressed immediately". From the meeting recordings, Applegate wants to be in control of the $30,000 of room tax.
The tones have been bullying and close to yelling.... 2008-0305 Fund Raising:Stafford Raises $14,000 for their Hamlet
Villages at Mt. Hood BOD: raises ZERO .....but takes $2,000 of tax dollars!
=> apparently some people are work FOR their community....
=> apparently some people are work FOR their community.... Link to Statfford meeting minutes According to the Stafford February minutes, they raised significant funds to make their community better. According to the minutes: => Villages at Mt Hood BOD all they seem to do is whine about money. 2008-0221: Tourism Marketing Alliance - Work plan meeting March 6, 2008, 3-5 pm Fireside Room at the RV Village. See Meeting page for agenda 2008-0208 Notes from the January 16, 2008 "Work Session" are now available.
=> Looks like this County committee is going to "help" all the exiting successful projects rather than rather than do anything new. Politics: mostly about claiming credit for what is already successful
and dodging blame for the disasters.... 2008-0130: Miniutes of January 5 Board meeting available
Read about Applegate's demand that he boss the area marketing He claims he is on many boards where he tells people what to do
...but he never seems to be willing to commit to or actually do "work"
and with his "master sargent" technique of yelling and bullying to get his way it will likely end badly just like in the Chamber 3 years ago. 2008-0131: Villages Deadbeats finally pay A check was finally received for expenses incurred last May. It only took letters to the Commisioners to get reimbursed by the Villages BOD. I suggest not giving these people any money or you may not see it again. Clackamas County Complete Community Village
Board of Directors Work Session (click here) 2008-0107: UPDATE: After my request, a copy of the BOD Annual Report and a set of Meeting Notes (by Chris Roth?) are now available. Interesting Tidbits: 1. Rick Applegate handed out an information sheet (that apparently he wrote) on a set of design standards specific to the mountain. 2. The BOD's Annual report clearly states the BOD is now: "friends working together" 3. The BOD, without notice or vote, has on supported activities: "consolidated them into the most meaningful projects" => it appears that all the Community Approved projects are now "toast" 2008-0108 News Flash: Word now has it that Mountain Quail has *not* terminated their work the Villages BOD. Again without vote, it seems that the Chair and past Chair are railroading abbreviated minutes of 2 pages...County counsel has indicated that this is ok if there are recordings available So... apparently you will now see *only* a brief summary and have to listen to 2 hour long audio if you want to see what these people are really up to..... and the audio will only be available for a brief period of time!!! Read a Commentary/analytics on the sorry state of the County Web site for the January Meeting. 2008-0108: new, undated, agenda for the Jan. 8 BOD meeting found hidden on County Web site. See Meeting Page for details. Under the keep the community in the dark and feed them BS category I have to put the following: No apology from Dougherty/Reeves for multiple, confusing Agendas for the Dec. 4 BOD and Dougherty/Reeves/County keeping secret the "State of the Village" report (nor are minutes available for the Dec. 5 BOD/BCC meeting ) Read a Commentary/analytics on the sorry state of the County Web site for the January Meeting. 2007-1228 News Flash: Word has it that Mountain Quail has terminated their willingness to create minutes for the Villages BOD. It seems that it was demanded (without vote) by the Chair and past Chair that the minutes be cut back to 2 pages... presumably so it is not possible to tell what they are really up to. Minutes for Nov. 6 BOD, Nov. 17 Town Hall, and one version of the agenda for the Dec. 4 BOD are available on their meeting pages and on the Meetings page. Oregonian: Rule By Recall
