Apparently Mr. Aplegate wants to make the minutes "detailed" to embarrass the County given that they apparently have joined the ranks of those who don't fully appreciate Mr. Aplegate's behaviors/style (editors note: these behaviors appear to be routed in his previously successful army sergeant skills. Or as once shouted into the phone: "you didn't follow orders")
